Actually there was some interest expressed lately about NUT on Windows from various requests, so I hope someone in the community would have time and resources to look into that, but I have no gauge currently on how different variants behave or were built at all. Note that the latest Windows-related development in main repository was based on branches derived from NUT 2.6.5, so quite long ago even compared to latest official release 2.7.4 which is a few too many years old now.
For reference, the sentence "I have installed the NUT windows binary with no problems" - which installer (URL, version) does it refer to? Also, "I fixed this by copying open SSL dlls" - which version of the DLLs and where did they come from (delivered with NUT installer or elsewhere?)... I wonder if for these, there is just an ABI mismatch of probably openssl-0.x supported by NUT back then, and possibly a newer openssl-1.0.x or 1.1.x that you might find nowadays, and if the binary bitness is matched (all 32-bit or all 64-bit in the stack). At least, it might explain the error message for application startup failure.
