This probably means that after a power failure, the UPS will wait
until the battery is at least 15% charged before turning on the
outlets again. This means you do not need the hack mentioned in
shutdown.txt under "One more tip".

Even though the battery seems to be less than a year old, I would
assume that the test result means you need a new battery.
