The upssched.pipe is only present when there are timers running (usually, the power went out or some other condition that you configured). If you had no events triggering the timers, the pipe will not be created.
Also the section on LOCKFIN is not entirely clear. I assume the instruction "You should put this in the same directory as PIPEFIN" means only use the same path and LOCKFIN will create and remove the file name it is given.
See the examples in upssched.conf. These are usually (when packaged properly) be fine.
