Here's a patch to build the javadoc information for the plugins. Just a few changes to a couple of the ant files. The new target is javadoc-plugins.
I think instead we should have the plugin javadocs presented along with the core javadocs. A separate javadoc tree for each plugin seems impractical: it would be too hard to browse.
We can use the '-group' option to organize the javadoc overview:
http://java.sun.com/j2se/1.4.2/docs/tooldocs/windows/javadoc.html#group
So we could have "Nutch Core" and "Nutch Plugins" sections. The package expresions could be a little tricky
