Not sure if this is on-topic, but if you mean IETF RFCs, no, tho maybe one day. There is a preliminary design document with a sketch of some protocols and discussion of some of the issues, and it comes with a feedback request+ open discussion forum: http://kirkos.mindowl.com/en/design.html. It's not anywhere near mature enough for RFC style protocol specification. But as more search goes "desktop", I guess it will become more and more a public concern.
