As Doug pointed out GPL fans rarely complain about APL or BSD licences because they can be used by GPL'ed software, but not the other way around. Hence you will almost always get complaints about the GPL, but not about other licences. (Not that I'm opposed to the GPL - it just is a lot more restrictive than other licences) In any case (as Doug said) no licence can force someone to contribute things back to a server based application like Nutch. I believe that the best way to encourage people to contribute is for the community to continue to develop innovative and useful software. That encourages people to continually update their versions, which acts as a significant disincentive to develop proprietary forks (because the continual work of reintegrating features from the public releases makes it simpler just to contribute their own changes).
