This should not even be going into the PDF plugin. After some research I seemed to have found what I think is the problem. All the pages that were having this issue had one thing in common -- none of them had their "Content type" set, most pages either have UTF-8 or ISO-XXXX. I guess one way would be to give default content types based on extensions?
