Formally, the primary change is a legal one. Now the Apache Foundation owns the copyright to the code and the Nutch Foundation can be closed, so that I don't have to hold board meetings, file taxes, etc.


Technically the primary change is that Nutch development is now hosted on Apache's infrastructure rather than Sourceforge's.

But, in terms of the code, Apache, like Nutch before it, is an all-volunteer organization. So the coding standards, testing, QA, etc. are still up to us, the volunteers. So if you need improvements in these areas, the best thing is to pitch in and help.
