you should look at this link and get the AccentReplacer class :

you have to put it on the util package and create a new plugin filter using in
the same way as index-basic or index-more use the others filters.
Don't forget to add this new plugin in your configuration nutch-site.xml.
This work well for me I hope it will be the same for you...........

Hello,
In Nutch 0.7, I'd like to obtain results with accentued characters and
non-accentued characters with the same query.
egg : I want to make nutch displaying "café" and "cafe" when I type "cafe".
I didn't find how to do so I would be very glad if someone could help me or
just send me information about it.
