A piece I failed to mention .... This works fine when I run it under
tomcat in webapps.  But I'm moving it outside of tomcat under my app
which is run by apache (connected to tomcat of course).

So I assume all the names are correct since it runs OK this way under
tomcat.  Here is the structure I have under my app:

Myapp
--> WEB-INF
       --> classes (the classes directory that I copied from the WEB_INF
of nutch-0.8.1)
       --> lib (the lib directory that I copied from the WEB_INF of
nutch-0.8.1)
       --> taglibs-i18n.tld
       --> web.xml

I've just used the i18n taglibs myself this week. I followed the  
instructions here http://jakarta.apache.org/taglibs/doc/i18n-doc/ 
index.html, but had to fix the value of <taglib-location> (or of  
course change the name of the tld file because the two did not match.  
Could this be your problem?

As for the namespace uri, I'm using "http://jakarta.apache.org/ 
taglibs/i18n-1.0".
