I can give you some reading material, but setting one up from scratch sounds
like it may be outside your current skill set. You can read about it here,
which is somewhat specific to Gentoo Linux:

Your best solution might be to go out and get a broadband router that has
traffic shaping, even if most of the other features will never be used. This
way you assign your computers current address to the routers outside interface,
information passes through the routers traffic shaping programs and back out
another port using a new NAT'ed subnet.
It might sound weird, but it will do exactly what your looking for.
