We don't really need to add another dependency, a single UrlValidator class[1] will suffice. Also, I wasn't suggesting that we use it in parse-js. We would use UrlValidator in ParseOutputFormat to filter out garbage outlinks (i.e, we first filter out anything that UrlValidator doesn't validate, then run normalizers and urlfilters on the rest).
