You can easily create such a list using Luke, the Lucene index toolbox. 
Just crawl a bunch of sites, then use the "show top terms" button in
Luke to show you the top N anchor terms ranked by frequency.  You can
copy then export the list to your clipboard and save it as a text file
or whatever.
