Don't know how big that file is, but a wget of 250 GB would take a
looooong time unless you have a crazy-fast internet connection.
More likely your disk is either already full with something else or
you're writing to a partition that's only a fraction of your full
250GB. Try:
$ df
to find what partitions your machine has and which of them is full.
