The ant war does not deploy it to the tomcat server as far as I remember. I created a special ant target to "copy" my plugin code to the right location in the webapp directories of Tomcat. Don't forget to "reload" the application otherwise of course you see no changes. In this way I have a fast turnaround and don't need to build war, re-install the war etc... of course eventually you want to do it the proper way.
