I thought that both those changes really helped clarify the charter.
 However, in the email sent out by the IESG secretary, the name has
reverted, both in the subject line and in the body of the email.

Was that intended or just a oversight?

traditional L2 isolation mechanisms ...

is better.  Was the more explicit "encapsulation over
IP or MPLS enabled packet switched networks (PSN)" discussed?
