As an operator I 100% agree with above two statements ! Very well
observed.
Operator's focus is to find best ways to realize new and unique
services for their customers. Most vendors above all seek ways to
protect their portfolio and their margins.
Clearly this list and recent ONS summit (http://opennetsummit.org/)
has proven that those interests are unfortunately very often
non-intersecting.

I think that there are several types of operator and I am concerned that
they have different perspectives, different business imperatives and
different methods of influencing the IETF.
a) Large existing DC operators - Google, Yahoo, Amazon etc
b) Communications providers that would like to get into the DC business
c) Enterprises that already have large server farms that need to scale
them using new DC technologies
d) New entrants to the DC business
Some of these send staff to the IETF, some of these only have contact
with the IETF through their vendors. In some cases the vendor is
influencing the customer, in some cases the customer is influencing the
vendor.
We obviously need to listen to the operator community in the IETF, but
we need to recognize that operators who come to IETF may not provide a
complete and neutral representation of the requirements, and vendor may
be pushing their own views or may be correctly representing the needs of
their customers.
