I think it's quite tricky to find a Ruby CMS because there are a *lot* of pretty good PHP-based ones and you do find yourself wondering if you are reinventing the wheel. Once built it doesn't matter what the base platform is - as long as it's extensible and not too difficult to do plugins for.
As a slightly different example I've been working with moodle and I *know* it would be fairly easy to knock up something like it in Ruby - but pointless and without the mind share. Just my 2p.
