lborgman posted a new comment: Joel, the project is not limited to PHP. The main part is a general framework in Emacs for support of multiple major modes in one file. (Unfortunately it is probably still impossible, but I am not totally sure with the inclusion of lexical let. Someone is perhaps interested in looking into that?) And I have placed a lot of small utilities in the project too.
