Frankly, this policy will exist till the first abuse. 

If your customer spams, how you will know whom to turn off?

If your customer gets infected with a SQL slammer, how will you know whom 
to call to advise?

If someone complains that your customer is hax0ring army.mil, what will 
you do?

If you get a subpoena from FBI regarding the above, what will you say? 
Sorry, your honour, I know that one of my customers is a criminal but I 
have no idea which one, because I protect their privacy?
