I'm informed through a Corps of Engineers Notice (thanks Deborah) that Elders Marsh is a restored wetland within Jamaica Bay consisting of joining two "islands" and raising their elevation using dredge spoils. The original islands were once part of a 1,400 acre saltmarsh/island complex consisting of 132 acres but since reduced to 21 acres. This project is intended to restore wetlands and upland habitat. Expensive ($11.5 Million) but it sounds like a worthwhile and beneficial use of dredge spoils. The old practice would have been to ship the material out to the NY Bight and dump them off shore.
