Bringing Kestrels Back.  In this last year we have seen news articles about 
declining Kestrels.  In comparison, the NEHW data showed a record low in 2016, 
but has shown relatively stable numbers in the last 15 years (2022 NEHW Report 
(http://www.battaly.com/nehw/reports/NEHW2022.pdf), p. 21).
