Hello Sue,
Looks to me like it's an adult male Hairy whose breast has been stained yellow. 
 Here's the reference to this from Cornell's Birds of North America Online:

"Aberrant Plumages
As with Downy Woodpeckers (Jackson and Ouellet 2002), breast and other white 
markings of Hairy Woodpecker subject to discoloration due to soot from air 
pollution, natural fires, or prescribed burns; tannins from tree surfaces; and 
other environmental sources (JAJ)"

  We've come a cross this bird:

  Someone's initial response was YB sapsucker - but I'm thinking no - no red on 
face or chin or black "necklace."
  It is oddly yellow. The picture is not lying or off color.
  I can't find anthing that looks like this anywhere.
