I thought the following article entitled, "The Gray-hooded Gull in North 
America: First Documented Record" would be of interest to anyone attempting to 
relocate the bird seen in Coney Island:

Seen in Florida in 1998, the article gives excellent descriptions of an 
individual in alternate plumage.
