First a warning. The area where this bird is I am pretty sure is not supposed to be accessed. Not sure who owns this land and access to this area has changed over the years. Should you decide to try for it you need to drive to the end of River Road. Park and turn right and walk down railroad tracks for about half a mile. Eventually you will get to an open pond on your left that has a fence going through it. Bird is here and going in and out of reeds. Good luck.
