Bird was found this morning by Dick Veit and access is off limits. However I just saw it soaring with 2 Red-tails from the FedEx parking lot on Richmond Avenue. Google Dick's Sporting Goods on Richmond Avenue and bird was seen soaring over landfill basically across from there. No access to landfill and far from good views but the bird was seen distantly. Bring a scope and good luck.
