Sorry, I misread your initial email (perhaps I shouldn't drink beer and
email), I thought you had an authentication / user management system and
only had a problem with excluding parts of pages for those not registered /
logged in.

Off the top of my head I can't think of anything that exists -- you would be
able to do what you want with Drupal, though it sounds as though you're
after something different. I've started working on something that meets some
of your needs (doesn't have email validation or captcha as it's part of an
intranet), so even though you'll code your own if you don't find anything,
email me tomorrow if you want to talk about it further, although I don't
know how helpful I can be!
