I get the impression the symfony team has worked hard to decouple the choice of model/storage layer from the framework itself, so that people who have invested heavily in doctrine or propel can all get the most out of symfony itself. I would say they were probably criticized for their dependence on propel, when it wasn't evolving as fast as doctrine, but from what I've seen, it seems like more recent versions of propel are a big improvement too.
