I've had terrible experiences working from both angles.

There are ways to cheat the system and it looks as though it is used in 
full effect by many users.

Finding work via odesk and related platforms are time consuming, especially 
if you're starting out. Finding workers, well ...

I recently waded through hundreds of potential developers and Skype 
interviewed the short listed candidates. Very time consuming. After checks, 
test projects, and a technical interview I chose a developer who show all 
the best qualities for the role i needed to fill.

After a month working with this individual it became clear that he did not 
know what he claimed to know. In fact the individual wasn't even doing the 
work (as I later discovered) and it all became another waste of precious 
time. I worked 3 days straight high on sugar and caffine to complete the 
project. 

That isn't an isolated experience.

I think a better way of dealing with occasional "overflow" is via forums 
like this. Creating valued relationships with other developers and more 
importantly sourcing the skills locally. My inner communist believes we're 
all trying to achieve the same thing as developers, creating a brand.

I've resorted to finding people who don't bullshit and have a desire to 
learn. I'm more than happy to share what I know in order to complete a 
project with the kid down the street. There's a lot of smart "uneducated" 
developers next door.
