Do you have a test site? Does this problem show up there in IE7? What
does 'take 15 seconds to load' mean anyway - is it 15 seconds to
generate the PHP output, or is there JS involved? Is that consistent
across all pages on your site? Does it vary depending on what user you
log in as?

This kind of problem is all about narrowing down the issue - the web
stack is made up of a big pile of different parts, and you can usually
eliminate a lot of them with quick checks.
