Hi,
Currently it is stated in 
https://jackrabbit.apache.org/oak/docs/participating.html#commits that each 
commit must have an according JIRA ticket which is supposed to be referenced in 
the commit message.
I would like to know why it is like this.

IMHO small changes like site documentation updates, javadoc changes or typo 
fixes shouldn’t require a JIRA. That just adds additional overhead with (for 
me) no visible benefit.
Can someone give more background on this policy?
