Segment Tar's FT_OAK-12290 currently selects maintenance through shared CacheBuilder state. Scope that override to SegmentCache and RecordCache, using the per-cache API from #3185. Both caches default to ASYNC; disabling the Segment toggle selects SYNC when constructing them. Other bundles choose their own cache policies. The shared legacy toggle symbols remain for binary compatibility after their consumer is migrated, while independent builders retain the ASYNC default. Tests and documentation cover construction-time selection, cache recreation and toggle-state restoration. Based on #3185. DocumentNodeStore caller configuration and entry metadata follow separately in #3176. Validation with java17: CacheBuilderMaintenanceTest (18 tests), SegmentCacheMaintenanceTest, SegmentCacheTest and RecordCacheTest passed; one existing Segment cache test remains skipped. Package and OSGi baseline checks passed.
