Removes `FT_THROTTLING_OAK-9909`, its registration and builder wiring. Write throttling remains opt-in through `throttlingEnabled` (default `false`); its implementation, settings, metrics and benchmark options are preserved. Removes toggle-specific tests and updates documentation. Java 17 validation: the full `oak-store-document` suite and focused throttling tests passed; bundle baseline and RAT checks passed.
