AzureDataStoreRegistrar ignores staging and minimum record length settings because its wrapper lacks the setters used by `PropertiesUtil.populate`. Introduced by OAK-12219, this leaves upload staging enabled even when `stagingSplitPercentage=0` is configured. Forward the four missing setters to the active v8 or v12 datastore. Regression tests apply configuration through the wrapper for both SDKs; Azurite tests also verify that disabling staging makes blobs available before `addRecord` returns. Validation: both regression tests fail on trunk and pass with the fix; Azure module verification passes (216 unit tests, seven skipped; seven Azurite integration tests), including RAT and bundle baseline checks. Self-review found no remaining issues.
