Add a new LAST_INDEXED_TO_TIME gauge per lane that reads the durable :async/<lane>-LastIndexedTo repository property on every scrape. The existing counter is left unchanged. Registration is controlled by the FT_LEGACY_LAST_INDEXED_TIME_OAK-12394 feature toggle (read once at activation); the gauge is on by default and the toggle reverts to counter-only behaviour when enabled.
