No [~ppakulski], it's derived from the class 
org.apache.jackrabbit.oak.upgrade.RepositoryUpgrade which features Jackrabbit 2 
to Oak repository migrations. The tool that currently uses the class 
RepositorySidegrade is outside the scope of Oak, but it should certainly also 
be available as a command in oak-run. I'll open a new issue for that.
