bq. For some reasons can't manage to have rat ignoring a json file.
That was in webapp module (which is currently not part of main build). I have
modified the rat config to ignore that and made webapp module part of main
build. Pedantic check running at webapp level works fine now. Hopefully it
should work at top level also. Let me know if it still causes trouble
