+1 for the "Oak standalone webapp" use case I agree, whereas oak-run is used 
for scalability tests then I think it can make sense in order to be able to run 
some tests with Solr index enabled, therefore we may disabled it now and 
eventually enable it back once the split of oak-run into more cohesive modules 
happens.
