Thanks for the review. The registerTracker(Set<String>) will be used in the 
OAK-4168. I'm fine with moving it there.

I think we can use the same approach for RDB, but maybe it should be a separate 
issue (to keep the patch small).

I'll work on the unit tests for the tracker.
