Fix For: 1.8
Currently the BlobStore reference in LuceneIndexProviderService is dynamic
which complicates the implementation. Instead we should make it STATIC and
GREEDY such that activate call ensures the BlobStore reference if present would
not be null.
This is similar to work done in SegmentNodeStoreService in OAK-5223
