Fix For: 1.10
{{FileStore}} currently supports only one implementation of
{{GarbageCollector}}, which is also defined as a private inner class in
{{FileStore}}. It would be useful for experimentation if {{FileStore}} was able
to accept multiple implementation of {{GarbageCollector}}.
