[~stillalex] spotted an issue with the calculation of the 'fullyLoaded' flag
inside {{PrincipalPermissionEntries}}: since lookup non-accesscontrolled paths
is also remembered the fullyLoaded flag may be mistakenly flipped to {{true}}.
