it depends a bit if you just want a mirror or an independent git repository.
jackrabbit-filevault is just a mirror of an svn tree, see 
https://www.apache.org/dev/git.html#git-mirrors. 

some other projects, like sling or cordova moved completely to github. but I'm 
not sure how the process is there. I guess you could also request to create a 
new repo in github or as a dual master: https://git.apache.org/  maybe 
[~fmeschbe] or [~stevegill] nows more about that process.

in any case, once you know what you want, you need to file a INFRA issue to get 
it going.
