[~stillalex], one additional observation: if the distinction between
administrative and non-administrative principal set is taken care of in
{{AuthorizationConfigurationImpl}} shouldn't we remove that check then in
{{PermissionProviderImpl}}? Also: isn't {{AllPermissions}} then redundant and
should be removed?
