Description: In case of farm, there should be a way to only update elastic
index from single instance. (was: In author we have a leader which runs async
indexing. But in case of publishers as all are leaders all publishers update
elastic index.
This process of updating elastic indexes from all publishers is a redundant
operation and should only be carried by only one publish instance. )
