Summary: Provide oak-run commands to analyze and fix
inconsistencies in the namespace registry

The namespace registry is not sufficiently protected against inconsistencies.
Since we now log inconsistencies as errors on repository startup, we should
provide ways to analyze and possibly fix the registry with suitable oak-run
commands.
