Migrate Jackrabbit Oak’s nullability annotations from
_*org.jetbrains.annotations*_ to the standard _*org.jspecify.annotations*_ set
across public and internal APIs.
This change would align Oak with the emerging, tool‑independent JSpecify
nullness standard, improve interoperability with static analyzers, and reduce
dependence on vendor‑specific annotations.
