It does sound interesting. I haven't spent much time with the kstat perl module personally, but it seems like a reasonable enhancement. I think the first step would be making it available externally on the opensolaris site. If you send me your opensolaris login I can make you a leader of the community so you can maintain a page there. Hopefully you won't have to jump through legal hoops to open source something under the CDDL, especially if you want to integrate into OpenSolaris eventually anyway. I'll play around with it myself, but I'll try to get the kstat author (and Solaris perl expert) involved so we can investigate integrating it into Solaris proper.
