This is not possible, because the "devices" list is a list of SNMP
capable devices.
Practically every single aspect of the "devices" list is tied to the
existence of SNMP. It is fundamentally not possible to put non-SNMP
devices in there any more than it's possible to realistically put fish
in an aviary.
If you need to ping non-SNMP capable devices, follow the guide in the
documentation on how to add probes to the Observium-device entry.

we can add a device in observium that cannot handle snmp?
