Please see my response below.

An armed response officer / bicycle patrol officer has the same rights as a 
resident when it comes to arresting an individual. We do not have the same 
powers as the SAPS.

In light of our legal obligation with regards to criminal activities, our 
policy clearly states that our staff must report any irregularity / suspicious 
activities to our control room who will then notify the SAPS. Our officers have 
been trained and are allowed to intervene on condition that it is not a life 
threatening situation. They can also request back up should it be necessary.

In most countries it is illegal not to report a crime if you see it
and illegal not to assist somebody if they are in need of urgent help
and doing so won't endanger your life. So it is possible that the ADT
person committed an offence - it's possible that ADT's policy (if that
is it's policy) is also illegal.

More importantly, though, is that it would be a stupid and negligent
policy. In not apprehending these criminals, the ADT guard was leaving
them free to attack his companies clients at some future time.
Criminal irresponsibility, I'd have thought.

I'd also have thought that it was prima facie evidence that the ADT
guard was in league with the criminals, so might be open for
prosecution as an accessory.
